Why are people reluctant to refer to the Brooklyn subway shooter, Frank James, as a terrorist? This was also the case for Darrell Brooks, the driver of an SUV who killed five people and injured more than 40 others, including children, after driving through a Christmas parade last year in Waukesha, Wisconsin.
