These are a quick read, but like many documents, they are still hard to read. Here's a more lay-person document that's a lot easier to read with a video that is succinct, quick, and clear.
As a means of understanding the basic premise here, that Fauci supported/encouraged/funded gain-of-function research when he testified before Congress that he did - essentially lying to congress. Gain-of-function research is on-topic here cause that's what Fauci lied about it. Why did he lie about it? Because according to the National Institute of Health - this is the definition of gain-of-function

Such research, when conducted by responsible scientists, usually aims to improve understanding of disease causing agents, their interaction with human hosts, and/or their potential to cause pandemics.
